The Note denies that {{RMS|Lusitania}} was armed, carrying cargo forbidden by American law, conveying [[troops]] from [[Canada]] or supplied with trained [[gunner]]s. It adds that these allegations in no case affect the legality of the methods of the German naval authorities and invokes "principles of humanity which throw into the background any special circumstances of detail that may be thought to affect the case."</ref> Mr. Lansing succeeds.
