*"Cases have been brought to notice where Officers & Soldiers on certain duties at night have been ordered to carry lights on the vehicles or bicycles by which they are travelling. While recognising the necessity of such orders in connection with the performance of certain duties, instructions should be issued to all concerned that such orders shall be confined to cases where justification for the order is afforded by military necessity and should only be given by an officer. In order to avoid difficulties with the police, the orders should if possible be in writing.
