The file description box includes 'file destination' and 'summary,' which are optional, however, we would prefer that all image uploads are titled appropriately (relating to the image and not just a string of numbers and letters) and that there is at least a brief summary to describe what the image is. This helps when searching the site. The 'licensing' drop-down list is there to ensure that the image you upload comes under at least one of those licenses. If you own the image and do not want it in the public domain, you can chose the 'works copyrighted' license. Conversely, if you don't mind others being able to use your image you could select any license from the 'Public domain' or 'Own work' list. Each license provides a different purpose and should be understood before choosing. As a general rule (but this is not exclusively so) anything over 70 years old can use the 'Work is in public domain because its copyright has expired' license.
