  1. An amendment to the Ministry of Munitions Bill made it clear that the Minister had no new powers to coerce workmen.
  2. Mr. Bryan's resignation was thought to be due to the the uncompromising character of the American Note, but the Note when published proved to be moderate in tone. The Note denies that RMS Lusitania was armed, carrying cargo forbidden by American law, conveying troops from Canada or supplied with trained gunners. It adds that these allegations in no case affect the legality of the methods of the German naval authorities and invokes "principles of humanity which throw into the background any special circumstances of detail that may be thought to affect the case."
